Administrator

Serves a term of four vars (one mun year). Elected by majority of votes in a general election held. Votes will be requested from and counted by the current En Scribe and verified by one other citizen that is not involved in the election in any other way. The winner of the election will be proclaimed Administrator by the current sitting High Council. The term will being the last day of the preceding Administrator’s term. There is no limit to how many times an Administrator may serve.

Duties: Makes all hiring decisions for the city. Heads and has the deciding vote in a tie vote on the High Council. Leads all official ceremonies or designates someone in his stead. Makes all administrative decisions regarding day-to-day city operations of the city and her citizens.

Ubar

Serves only as long as the warriors of the city allow it. Becomes an Ubar by declaration in times of unrest or war. The High Council’s power is effectively abolished and the Ubar becomes the sole decision-maker for the period of time necessary to restore order to the city, at which time it is expected he will step down and return to Administrator until regular elections.

Duties: All matter regarding the city and citizens will be at his direction.

High Council

The Fina High Council (FHC) will be made up of all male members and will consist of the following:

Se Sword

Te Sword

En Physician

En Builder

En Scribe

En Initiate

All low caste En’s are invited to actively participate in and speak at High Council meetings to represent their caste, but will have no vote on the council. All Fina citizens are invited to attend High Council meetings, though the FHC retains the right to close the meeting at their discretion. Citizens may not speak at the meetings unless they are on the agenda ahead of time.

Meetings: The FHC will meet on a regular basis as announced by the Adminstrator (usually every three mun months – once per Gorean year). The meetings will be conducted by standard protocol with the En Scribe holding a que and members of the FHC requesting to speak and waiting their turn on the queue. Speakers will be held to a three ehn limit (three mun minutes).

At least four members of the FHC must be present for a vote and one of those must be the Administrator. A simple majority is required. The Administrator only votes in the event of a tie in order to break the tie.

In the event an Administrator is not doing his duty and/or doesn’t attend or call High Council meetings for a period of a Gorean year (three mun months), the High Council may entertain a vote of no confidence to remove the Administrator from power and hold a new election. There must be two public meetings held at least two hands (two mun weeks) apart on the matter before it is called to a vote. The Administrator must be notified in writing of both meetings and given a chance to represent himself at both. An election for a new Administrator must be held within two hands (two mun weeks) in the case of removal. The High Council may not appoint a new Administrator without a vote.

An official report (log) of the meeting will be sent to everyone on the FHC after the meeting is concluded. No one attending the meetings (citizen or FHC member) may log and/or distribute logs to anyone not a citizen of Fina.
